1. Governing Board Composition

The Centre shall be guided and overseen by a Governing Board. The Governing Board shall meet biennially. More than one-third (1/3) of the councillors of the Governing Board shall be replaced during membership transition. Councillors can be appointed for only two terms. The Governing Board shall adopt its own rules of procedure. For its first meeting, the procedure shall be jointly established by the China Government and UNESCO. The first session of the Governing Board with nineteen (19) members includes:

(1) A representative from the Ministry of Land and Resources of the People’s Republic of China (MLR), who shall be the ex-officio Chairperson of the Governing Board.

(2) A representative from each of the following organisations: United Nations Educational, Scientific and Cultural Organisation (UNESCO), International Union of Geological Sciences (IUGS), the China National Commission for UNESCO, and IUGS Commission on Global Geochemical Baselines.

(3) A representative from each of the following Chinese organisations: Ministry of Land and Resources, China Geological Survey (CGS), Chinese Academy of Geological Sciences (CAGS), China IGCP Commission, IGGE (department Director-level or higher), and three (3) scientists from relevant universities and research institutes.

(4) A scientist representing each of the following continents: Africa, Asia, Australasia, Europe, North America and South America. 


2. Governing Board Duties

The Governing Board shall:

(1) Review and approve the long- and medium-term programmes of the Centre.

(2) Review and approve the annual work plan of the Centre, including the staffing needs and budget allocation.

(3) Review and approve the annual reports submitted by the Director of the Centre, including a biennial self-assessment report of the Centre’s contribution to UNESCO’s programme objectives.

(4) Adopt the rules and regulations and determine the financial, administrative and personnel management procedures for the Centre in accordance with the laws of China, and

(5) Decide on the participation of regional intergovernmental and international organisations in the work of the Centre.

3.2 The Second Session of the first ICGG Governing Board Meeting, held on October 16th, 2018, approved the nomination proposal of Dr. Peng Xuanming, Director of ICGG, in which, Prof. Yan Guangsheng will replace Prof. Wang Xiaolie, who was retired, as the Councilor of the Governing Board, Prof. Zhu Lixin is appointed the representative of Scientific and International Cooperation Department of CGS, and Mrs. Belinda Flem is appointed the European representative for the Governing Board.
